What A Plant Passport Is

  • A plant passport is used for plant-health and traceability rules. It is not a normal travel or postal document.
  • EU plant health law focuses on pests, plants for planting, professional operators, authorised operators, and movement within the EU.
  • Protected zones and certain plant types can have additional requirements.

Distance Sales And Operators

Regulation (EU) 2016/2031 contains a final-user exception but treats distance contracts carefully: the normal final-user exception does not apply in the same way when relevant plants are received through distance contracts. The exact obligation can depend on the seller activity, plant, route, destination, and national authority guidance. This does not mean every occasional private seller automatically issues passports in every transaction.

Seller Checks

  • Professional sellers may need registration or authorisation before issuing plant passports.
  • Sellers should check their national plant-health authority and destination requirements before listing or shipping.
  • Piantera does not issue plant passports on behalf of sellers and does not certify plant-health compliance.
  • If required documents are unavailable, the seller should not list or dispatch the plant.
